Karachi Violence: A Failure of Government

THURSDAY, 15 SEPTEMBER 2011 06:46 ABU UMAIR

On the 28th August 2011 Senior Pakistan People's Party leader Dr Zulfiqar Mirza resigned as vice president of the PPP and as the minster of Sind. Addressing a packed press conference at Karachi Press Club he outlined a number of issues that led him to take such actions. These included Interior Minister Rehman Malik siding with the killers as anarchy continues on the streets of Karachi. He expressed serious reservations on the policy of his government about the law and order situation in Karachi. He also leveled serious allegations on Muttahida Quami Movement and its chief Altaf Hussain. He termed the MQM and its head responsible for targeted killings in Karachi. Zulfiqar Mirza also alleged that during a meeting in London MQM Chief Altaf Hussain had told him that America and world powers had decided to break up Pakistan and he (Altaf Hussain) had supported their idea.

In just the last few months many hundreds of lives have been lost on the streets of Karachi as targeted killing increased, even in the month of Ramadan. Many accusations have been made with regards to the culprits these include the third hand – foreigners, terrorists, gangsters and drug/land mafia, while the Muttahida Qaumi Movement(MQM), a former partner of the Pakistan Peoples Party (PPP) coalition government in Sindh and the Awami National Party(ANP) place the blame squarely at each other. The loss of life in Karachi has brought life to a virtual standstill. A closer and deeper analysis shows the failure of government is once again at the centre of the crisis.

Karachi: Past and Present

Most of the deaths that have taken place are from the Mohajir Urdu speaking community and the Pashtun community in Karachi. The killings are a result of ethnic and political tensions which exist in Karachi and have resulted in over 500 killings this year with over 400 people being killed within the first three months of 2011 alone.

Karachi is Pakistan's largest city with a population of 13 million. More importantly it is Pakistan's economic and trading hub. This has made Karachi a magnet for migration as people from inside and outside Pakistan have relocated there in search of employment. Many Muslims from Afghanistan moved there during the Afghan war and more recently many from the FATA region have moved there, including whole tribes due to operations by the Pakistan army. Mohajirs who migrated from India during the1947 partition make up the majority of the population of Karachi whilst the Pashtuns are the second largest community with significant numbers of other ethnicities such as Punjabis, Balochis and Biharis.

During the 1970's the PPP led by Zulfiqar Ali Bhutto declared Sindhi to be the main language in Sindh via the Sindh act 1972. This was an attempt by Bhutto to deal with the large Muhajir population; it also meant all teaching in schools, official documents etc was to be in Sindhi. This was seen as discriminatory by the Urdu speaking population, which eventually led to language riots for the second time in Pakistan's history (the first being the Bangladesh language riots in 1952) between the Mohajirs and the Sindhis. A compromise solution was reached eventually which enabled both Sindhi and Urdu to be the official languages of the Sindh province. In 1978 a young student leader by the name of Altaf Hussain established the All Pakistan Mohajir Student Organisation (APMSO) and campaigned for the right of Mohajirs at Karachi University which in turn lead to the establishment of the MQM a few years later.

In 1984 the MQM lead by Altaf Hussain was officially launched with the aim of securing rights for Mohajirs and recognition as the fifth nationality in Pakistan. The MQM message resonated amongst the Mohajirs of Sindh's largest cities Karachi and Hyderabad. In 1985 ethnic riots broke out after a bus driven by a Pathan ran over a student called Bushra Zaidi who was of Mohajir descent, Mohajirs attacked Pathans and Pathan interests such as businesses. The Pathans retaliated by attacking a bus load of students who were on the way to attend the funeral prayer of Bushra. Throughout the 1980's, ethnic violence reverted from Pathan-Mohajir to Sindhi-Mohajir with tit for tat incidents occurring in Hyderabad and Karachi as the Sindhis felt the Mohajirs were becoming too dominant. This lead to an attack on the Mohajir mayor of Hyderabad and retaliatory attacks against Sindhis.

By the time the 1990's came around the MQM was at war with the government and the army was called in to maintain law and order on the streets of Karachi. This continued with both Benazir Bhutto and Nawaz Sharif when they were in power. It was in the early part of the 1990's that Altaf Hussain and other MQM leaders went into self exile.

The past decade has seen violence erupt mainly between the majority Mohajir and Pashtun communities where members of rival political parties the MQM and Awami National Party (ANP) have been killed. The most recent examples are the killing of MQM member Raza Haider outside a mosque in august 2010. The MQM blamed the ANP and this led to attacks against the Pashtun community while there was more violence between ANP-MQM supporters on the eve of by-elections which culminated in an attack in October 2010 at the Sher Shah scrap market when attackers from the Baloch community sought out Urdu speakers and murdered them in retaliation for earlier attacks. This year has seen no let up in the killings and supporters of both parties have attacked each other.

Targeted killings are not only confined to Karachi but have taken place in Balochistan where the subject of attacks have been Punjabis known as "settlers" i.e. have migrated from Punjab to Balochistan.

Government Failure

The Mohajir's sacrificed much to come to the new nation created in the name of Islam. Their demands like all of the Muslim that migrated was to be recognised, provided with security, honour and employment. However successive governments failed them again and again. The Mohajirs dreaming of establishing an Islamic state disappeared very quickly and even getting employment – a very basic objective was hard to come by. By the time the 1970's came to an end the Mohajir's felt the traditional inhabitants of Pakistan were not sympathetic to their basic demands. Today it is unfortunate none of their very basic demands have ever been fulfilled by any government.

The real problem is the failure of successive governments and the political system in uniting the Muslims of Pakistan and addressing their concerns. A cursory glance at history shows us this when East Pakistan went on to become Bangladesh due to the fact the Muslims in East Pakistan felt the government in West Pakistan was discriminating against them. Similarly the Mohajirs also felt some form of discrimination otherwise why would a party (MQM) fight for their rights. Even when the NWFP was renamed as Khyber Pakhtunkhwa the Hazara's rioted and called for a separate Hazara province as they were not Pashtun. Why is it that some in Pakistan call for Balochistan to become a separate entity?

It should also be borne in mind that each community is aligned to certain political parties. The MQM was set up initially as a Mohajir party but now tries to portray itself as a party for all Pakistanis hence changing its name from Mohajir Qaumi Movement to Muttahida (united) Qaumi Movement. The ANP is a party the Pashtun community support. Each party is vying for control of Karachi and to attain its own interests, not much different from the other political parties in Pakistan.

The Punjab province has historically dominated the other provinces whether in civil, political or military life. Over 55% of the military is Punjabi. Punjab has produced most of the country's leaders; it is also the most developed province. All of this is seen negatively by the other provinces as they have been largely ignored and has led to resentment against Punjabis.

All this shows that since Pakistan's inception it has been unable to bring its people together and the above has been a recipe for disaster. The people have never been presented anything upon which to unify and rally around as a nation. As a result of this they turn to the common factors between them such as ethnicity which has done nothing but cause further divisions and sets one ethnicity dominating the others.

As for the argument about a "third hand" being to blame for the violence, this is a weak position and one that is often used as a get out of jail card. Assuming it is true that there is a foreign element

involved, this can only happen due to the fact that such resentment and ethnic problems exists in the first place and is there to be exploited by those who wish to see Pakistan destabilised. Again it is the failure of government for discriminating against and dominating provinces.

The Pakistan government for the last decade has set out to deal with extremist ideas and terrorism yet can not tackle the nationalistic ideas and secular terrorists in Karachi? This problem has existed since Pakistan's inception, long before the "War on Terror" was coined. In fact there have been targeted killings in Karachi on a near monthly basis in 2011 and these will continue while the current system is in place irrespective of whether the PPP, PML, ANP, MQM or other incompetent parties comes into power.

Islam and Governance

The Khilafah views all its citizens as humans, rather than Sindhi, Balochi, Punjabi, Mohajir. More importantly the very ideas of nationalism/tribalism are forbidden in Islam.

The Prophet صلى الله عليه وسلم said: "He is not one us who calls for 'Asabiyah, (nationalism/tribalism) or who fights for 'Asabiyah or who dies for 'Asabiyah." [Abu Dawud]

The Prophet صلى الله عليه وسلم said: "People should give up their pride in nations because this is a coal from the coals of hell-fire. If they do not give this up Allah will consider them lower than a lowly worm which pushes itself through khur (faeces)." [Abu Dawud and Tirmidhi].

Allah سبحانه وتعالى says in the Qur'an:

"And hold fast, all of you together, to the Rope of Allâh (i.e. this Qur'ân), and be not divided among yourselves, and remember Allâh's Favour on you, for you were enemies one to another but He joined your hearts together, so that, by His Grace, you became brethren (in Islâmic Faith), and you were on the brink of a pit of Fire, and He saved you from it. Thus Allâh makes His Ayât (proofs, evidences, verses, lessons, signs, revelations, etc.,) clear to you, that you may be guided." [Al Imran, 3:105]

So we can see from this that division based on ethnic background will not be allowed. Instead we can see from our Islamic history that people from different backgrounds became united by Islam e.g. Salman al Farsi (R.A) was Persian and Bilal (R.A) was Abyssinian yet both were brothers with the Muslims of Makkah and when the Islamic State expanded into new territories and the people accepted Islam they became brothers of one another even though they were from different backgrounds and had different cultures and norms.

As for political parties they will be based on the Islamic aqeeda and their role will not be like the political parties currently in Pakistan whose sole aim is to come to power and loot and plunder the country.

"Let there arise from you a group (or Groups) who call to al-khair, i.e. Islam, who enjoin the good and forbid the evil and they are the ones who are the successful" [Al Imran, 3:104]

So the role will be to enjoin the good and forbid the evil and account the rulers as well as ensuring that the pure Islamic thoughts remain intact and that there is no foreign influenced thoughts being disseminated in the state. This means the abolishment of the current political parties in Pakistan who call for secularism and deal in politics based on ethnicity.

As a final point it should be remembered that a Muslim fighting or killing a Muslim is not allowed and that the current system has allowed this to happen starting with the Muslims of East Pakistan/Bangladesh to ethnic violence and targeted killing to the War on Terror where the pure blood of the Muslims is being spilled on a daily basis in order to please America.

O sincere officers in Pakistan's armed forces! End the traitor rulers' crusade against our armed forces

O sincere officers in Pakistan's armed forces!

End the traitor rulers' crusade against our armed forces

After the attacks of 11 September 2001, former US President George Bush launched a long crusade in the Islamic Lands. On September 16, 2001, at Camp David, Bush declared, "This crusade, this war on terrorism is going to take a while." Like crusades before it, this crusade benefits only the kuffar and inflicts great harm upon the Muslims. But unlike other crusades, this crusade turns Muslims against each other, rather than allowing them to act as one hand against their enemies. Moreover, this crusade would fail within days were it not for traitors within the leadership of the Muslims' themselves.

Seeking to undermine the formidable strength of Pakistan's armed forces, America and Pakistan's traitor rulers work hand in hand to create division and discord between the Muslims and their armed forces. The traitors have signed contracts and agreements with America, its intelligence and military, for open access to Pakistan's armed forces, so that the Americans can gather vital intelligence about sensitive armed forces' sites, including GHQ (General Headquarters) itself. Then armed with this intelligence, America easily launched attacks against Pakistan's armed forces, using the name of the Taliban while these attacks were done by American private armies of "Raymond Davis's" that the traitor rulers allow to operate in Pakistan. The traitors secure a supply line to American forces in Afghanistan, whilst America keeps Afghanistan open to Indian intelligence, RAW, allowing it to create Fitna in Baluchistan, the tribal areas and beyond. The traitors grant America air force facilities within Pakistan, from where America launches drones to attack the Muslims in the tribal areas. Closely supervised by visiting American generals, the traitors launch destructive operations in the tribal areas to render millions as homeless refugees. And preventing Pakistan's armed forces' intelligence, ISI, to rally the sincere Muslims against the enemies, the rulers force the ISI to persecute the mujahideen here and there, so that they fall in front of the kuffar.

The result of the American collaboration with Pakistan's traitor rulers is as George Friedman, the influential American policy advisor, mentioned in his book, "The Next 100 Years." He wrote, "...the United States responded to the Islamic earthquake - it wanted to prevent a large, powerful Islamic state from emerging... so long as the Muslims are fighting each other, the United States has won its war." Thus, America and Pakistan's traitor rulers have ensnared one of the strongest armed forces in the world in a wasteful war of Fitna were thousands of Muslims, civilian and military, have shed their pure blood. They have converted a Muslim institution, the ISI, which through its firmness used to strike fear in the hearts of the Indian intelligence, RAW, and their allies in Britain's MI6, into a pliable tool for the crusaders.

What worsens the treason against the armed forces is that even now Pakistan's rulers' can within days deliver America a crushing defeat in its war against Islam, its Ummah and its state. Within days America's actual strength would become obvious before the Muslim armed forces, whose Muslim soldiers cherish martyrdom as much as the cowardly kuffar cling to this life, if the rulers withdrew its military support to America's crusade, closed America's bases and cut Pakistan's supply line to America's forces in Afghanistan. Within hours of the rulers' giving Hizb ut-Tahrir the Nussrah (Material Support) for establishing the state of Muslims, the Khilafah, Pakistan's armed forces could start to rally the Muslims of the tribal areas, Baluchistan and beyond in order to unify Kabul, Dhaka, Tashkent and Islamabad, striking a severe blow against the crusaders and the Hindu state.

However, rather than allowing the Muslims to rally under the Islamic Khilafah state against their enemies, the traitors have joined hands with the kuffar, warring against the Muslims, their armed forces, the establishment of their state, the Khilafah, and their party, Hizb ut-Tahrir, to reduce a land blessed with resources, a noble Muslim people and powerful Muslim armed forces into a battlefield, steeped in humiliation and despair. Allah سبحانه وتعالى said,

"Have you not seen those who have changed the Blessings of Allah into disbelief and caused their people to dwell in an abode of destruction. Hell, in which they will burn, is an evil abode, indeed!" [Surah Ibraheem 14:28,29]

So, after such monumental treachery, it is no surprise that General Ashfaq Pervez Kayani, was granted an extension as Chief of Army Staff, with approval from the Americans, as the traitor Musharraf before him. America needs continuity in its crusade and knows Kayani has time and again proved his loyalty to the kuffar. In the time of Musharraf, Kayani was in key posts, such as Director General of Military Operations and Director General of ISI, and thus was a key man to extending support to America's occupation of Afghanistan, the Lal Masjid and Jami'a Hafsa massacre, establishing drone attacks and operations in tribal areas. When the armed forces' rage grew against his friend Musharraf, Kayani personally brokered a deal with Benazir Bhutto and her party to allow continuity of the American war. When the rage still did not die down, Kayani was granted the seat of Chief of Army Staff, by John Negroponte, the then US Deputy Secretary of State, before Negroponte met Musharraf to remove him.

Unrepentant until today, and not heeding the lesson of his friend Musharraf, who was discarded like a rat when America had no use of him, Kayani ensures continuity of America's plans. In the aftermath of the Abbotabad attacks, Kayani personally rushed to the defense of the Americans, by seeking to replace the anger of the enemy within the armed forces with fear of that enemy. Until today, like Musharraf before him, Kayani steadily advances American interests, all the while seeking to deceive the armed forces and conceal his steps. Indeed, for the sake of cheap personal worldly gains, he allies with the enemy, even though Allah سبحانه وتعالى said,

"O you who believe! Take not My enemies and your enemies as friends, showing affection towards them, while they have disbelieved in what has come to you of the truth" [Surah al Mumtahina 60:1]

O Muslims of Pakistan!

So long as you have traitor rulers that support and ally with the West, you will not rid yourselves of this crusade against your armed forces. Only the Khilafah, with a Khaleefah who will rule by Islam alone, will raise you and your armed forcers to your rightful position. Rise now like your Muslim brothers in Tunisia, Egypt, Libya, Syria, and Yemen to get rid of the tyrants, and then establish Khilafah. Let the Islamic earthquake shake the thrones of the traitors and bury them under the earth. Stand with the brave and aware shebaab of Hizb ut-Tahrir, and call to the sincere officers in the armed forces to grant Hizb ut-Tahrir the Nussrah to establish the Khilafah.

O sincere officers in Pakistan's armed forces!

Beware of standing with the traitors in their crusade against yourselves and those whom you have sworn to protect. Beware of losing your hereafter for the worldly gains of the traitors within your leadership. Earn the prayers of the entire Ummah and work for the victory of your Ummah and yourselves by providing the Nussrah to Hizb ut-Tahrir for the establishment of a Khilafah, upon the method of Prophethood. Earn the Help of Allah سبحانه وتعالى and do not despair, for you will be victorious by the will of Allah سبحانه وتعالى , overcoming the enemies and liberating the oppressed.

"Do not weaken nor grieve, for you will overcome them if you are (indeed) believers" [Surah Al-Imran 3:139]

Financial crisis 2.0

SEPTEMBER 14, 2011
canarywharf

The Vickers’ banking report is another fix to the broken capitalist system

Three years after the great financial crisis of a half century and with western economies fast running out of fixes to kick start economic growth the British Government has published recommendations to evade another such crisis.

In the main the report proposes that banks should ‘ring fence’ their high street customers from their high value corporate and government customers to protect the tax paying public from future baking failures like Lehman Brothers. Also, banks should hold more liquid (less profitable) capital reserves to help against another liquidity crunch which caused the banking system to seize up with a run on the likes of Northern Rock.

The fundamental error in the recommendations is that it presupposes that future crises will be much like the one in 2008. If another crisis ensues but from different causes – the system remains as vulnerable as before.

On the detailed recommendations it’s clear that enormously destructive investment banking transactions – the great majority of the business of investment banks – that serve no productive purpose in the real economy except as money gambles were seen as too politically risky to ditch altogether.

Indeed, high street customers – the public and SMEs – will pay a higher price for banking services so that corporate customers and the super rich can continue to play casino, with the system now disarmingly susceptible to a crisis.

Three issues mean banks will remain highly vulnerable in spite of proposals which will not be implemented until 2019:

Firstly, in spite of the proposed 2-3 fold increase in tier 1 capital reserve ratios less the one in 10 pounds of banking liabilities will be covered by ‘secure’ assets – an equation that would be unviable and unacceptable in any business.

Secondly, nothing has been done to unwind the derivative liabilities time bomb which is so enormous that it exposes the whole financial system even though ‘ring fenced’ banks will not be able to undertake many, but not all, derivatives transactions.

Thirdly, the idea of an unbreakable fire wall between ring fenced banks and those outside the ring fence is frankly false in banking which by definition pervades the whole capitalist economy. The contagious meltdown of 2008 affected the whole system even those banks with little exposure to investment banking due to knock on affects in the economy and the foreseen consequences.

In light of the economic and political not to mention the social costs of the financial crisis which continue to impose a heavy burden on western economies these proposals are flawed and will not be implemented for another 8 years (over a decade after the crisis first ensued) providing the banks with plenty of time to lobby in order to dilute their limited impact. Despite the political hyperbole about cutting bank bonuses and reforming the sector this financial crisis has exposed the political strength and patronage of the banks: it took just a weekend to bail them out to the tune of hundreds of billions but will take 10 years to get any sort of retribution.

The capitalist system is adept at fixes but we’re at a point in the crisis where the rescuers (governments) need rescuing. This is the dire back drop to the widely acclaimed (across the political spectrum) Vickers’ report and exposes just how woefully inadequate has been the response.

Capitalism is Depressing European Women

SEPTEMBER 14, 2011 depression-01

A recent study of 30 European countries including Britain, published by the European College of Neuropsychopharmacology found that depression amongst women in Europe has doubled over the last 40 years due to the burden of having to balance family and home responsibilities with the heavy pressures and demands of work. It reported that women aged 25 to 40 years are 3 to 4 times more likely than men to become depressed due to the ‘tremendous burden’ of juggling home, children, and employment expectations and that 1 in 7 European women are likely to be affected by the condition at some point in their lives.

Dr. Nazreen Nawaz, Central Media Representative, Hizb ut-Tahrir commented, “The Western toxic capitalist system that places the pursuit of economic benefit as its supreme ideological goal, has treated the physical and psychological wellbeing of women as an irrelevant casualty of its overwhelming addiction to material gain. Under capitalism, women no longer simply have the right to employment but are treated as slaves to the economy and expected to work, often long-hours, regardless of the stresses caused or the harm to the rights of children and the family unit. Being ‘chained to the kitchen sink’ has been replaced with ‘being chained to the economic market’.”

“The success and worth of women has come to be evaluated upon their level of wealth creation and tax contribution, such that a pregnant woman or one with young children is often viewed as a burden to a company rather than an invaluable asset to society. Capitalism’s constant drive to secure profit over all else has undervalued motherhood and family life, pressuring women into the workplace, leaving them little time to bring up their children effectively. This is an ideology that has consistently placed profit over people, finance over families.”

“Furthermore, Western feminism and its flawed concept of gender equality placed the man’s traditional role of breadwinner above the woman’s traditional role as home-maker, devaluing motherhood and defining employment as the mark of a woman’s success rather than the successful rearing and upbringing of her children. This has generated a social pressure for women to work in order to feel valued.”

“The oft-repeated argument that respect and liberation of women is not compatible with economic dependence on her husband is often used to label Islam’s prescribed roles of men and women in family life as oppressive. However, in reality this argument has forced many women to become ‘do it all’ superwomen who not only continue to shoulder the bulk of home responsibilities but now are burdened with the heavy injustice of having to also hold down a job and financially maintain the family. It has caused women to often feel failures if they are not able to juggle a successful career with their home duties, as well as suffer from an overarching sense of guilt due to the limited time spent with their children. It is this that should be more aptly described as physical, psychological, and emotional oppression.”

“In stark contrast to capitalism, the Islamic ideology is not based upon securing monetary gain over all other values. Its laws are geared towards looking after all human needs – economic, moral, psychological and social including maintaining strong family units and ensuring the effective care and upbringing of children. Although Islam prescribes the right of the woman to employment and a career, it rejects any expectations for her to work, for it states that all times she is to be financially maintained

by her husband, a male relative, or by the state, such that she is not pressured to compromise her family responsibilities – lifting from her shoulders the great injustice of having to embrace the long-suffering identity of the ‘superwoman’. In addition, Islam does not place the role of breadwinner above that of home-maker but rather appreciates that both are essential for the effective functioning of family life and society overall. It rejects the notion that the success of a woman correlates to her level of tax contribution, and rather bestows great status to motherhood. Consequently, stay-at-home mothers do not feel undervalued but rather are held in high esteem and recognise their great worth in nurturing their children to become upright citizens who are a source of goodness for the community and society. It is the Islamic system therefore that can truly liberate women from the shackles of capitalism.”

Selamat membaca!

Wassalâmu‘alaikum wa rahmatullâhi wa barakâtuh.
